Sounds like the ignitor isn't strong enough to actually start the lamp.

It CAN be the lamp too, try the lamp in different fixtures and see if it does the same or not

Yeah, it's probably the lamp,I have a 400W HPS that arcs.I've tried it in other fixtures and it does the same, it won't light even after 20min.

Is this a real of fake Westy HPS, if it's fake, try hooking it up to a 70 watt ballast lol. :D

No it is a real Westy!!

Then try it in another fixture, or try swapping the ignitor, sometimes if the ignitor is old or has dealt with either a cycler or no lamp, it can weaken it

(I think I don't know much about HPS) :D

Yeah the bulb is bad! I put a fake Westy in it and it started just fine!

Sometimes a lamp is not "compatible" with some ballasts, esp. For modern ballasts.

I have a ballast that works with some bulbs and some that won't work. So before assuming that bulb is bad, try it on other ballast.
