About what year was it that Sylvania switched the shape of their 175 watt mercury vapor bulbs from BT-28 to ED-28?  Was that the same time they started importing bulbs from china?

Sylvania began going to the ED-28 lamp in 2000, sourcing it from GE and Philips. The chinese Sylvania mercury lamps began appearing in 2002-03.

Did they just get the ED-28 shape from GE/Philips or where Sylvania branded bulbs from 2000-2002 really made by Philips or GE?

Yes that's right. Sourced in means the product was bought from outside suppliers. In this case Sylvania bought the initial ED-28 mercury lamps from GE and Philips, with the Sylvania name marked on said lamps. The Chinese Sylvania mercury lamps are made by Sylvania's current parent company, Osram. Sylvania still makes certain mercury lamps in the USA such as reflector types and 1000w BT-56s.
