Magnetic. I have seen a few Magnetic at a hardware store.

Yep the GE circlines 21 watt I saw in Home Depot are actually preheat start!

21/22W (8") adapters may be magnetic or electronic.  All of the 30W (9") adapters I've seen have electronic ballasts.  It's a newer size and I don't think any magnetic ballasts were ever made for it.  LOA may have been the first to use the 9" lamp, but now they can be found under a number of brands.  Neither size adapter is all that common in stores these days, now that the twists have become popular, but they are certainly still made.

Pjc: here in North america 30W circline adapters are actually in end of production (at least for GE).
