IMO i think they aren't I have 3 "BLB" CFLs and each one seems to get hot and give out more violet light than UV and can rather be used as a nightlight rather than a party light or "BLB"
Oh and it takes 35 minutes to warm up

Lets hear your thoughts on a CFL blb and how it was for you compared to a Linear BLB

I had a generic BLB CFL in the past: http://www.lighting-gallery.net/gallery/displayimage.php?pos=-48653 . It fell to the floor and broke. It really gave a UV radiation and made fluorescent things glow.
These are usually the incandescent blacklights that don't produces any UV radiation.
If your lamps really takes 35 mins to run-up, they are essentially EOL, as the nominal run-up of CFLs is 2-3 mins, and they usually gives a lot of light from the moment of switching on.
I've seen several Lelite CFLs in my private sport teacher house, and several generic 54W T5 in my hostel, starting dim and taking >10 mins to run-up, and have both ends completely black.

The "BLB" CFL I own does not give off much in the way of UV atleast not as much as a normal BLB fluro, I think the cheap ones they basically just put BLB glass on a white phosphor lamp.. also Incandescent lights do give off a little UV....

Mine was a real UVA CFL with a UVA phosphor and I think also a wood glass (Despite the filtering was thinner at the bottom of the tubes). Mercury glow a strong red under its light, despite it was from a questionable importer (Flash).
I've never seen a fake BLB CFLs that uses a white phosphor and purple glass. I only know about incandescent blacklight and LED BLB (They may apply a violet rather than UVA LEDs, like my UV LED flashlight does).

If you get eyestrain and the lamp makes things with fluorescent properties glow, the lamp in question is real (assuming it is lit in the first place).

I dont see why they would be any less "legit". The only downside they may have, especially for spiral CFLs, the thickness of the Phosphor and of the Glass may be non uniform and non optimal. I dont think this draws the line..
