That is an art installation in the Centre Pompidou in Paris. It is called "Averse" which means "shower" (in the sense of rain) by Delphine Reist, a Swiss artist. It is indeed a video, playing on a loop, in a room that has to be just so (the projection is wall-to-wall and floor-to-ceiling).

There is more information here but it is in French so you might need the help of a translator.

Three members already posted this awful video of the fluorescent lamp falling. This isn't an art but a waste of good fluorescent lamps.

Same... I kindof get the whole lights slowly going out and the room getting darker, and perhaps the dramatics of the tubes falling and smashing but I still find this more stupid than disturbing and artistic.

Is this another( "durability") test like the other video shown?Did the "artist" clean up the mess?-it almost looked like one of those bulbs survived its drop-the one by the post.
