That could be it, I didn't think of that but it would make sense. It would seem there should be a cover over the outlet though to keep rain out.

Yeah I thought the same, unless it did have some kind of rubber cap over it at one point?, they do something similar in the UK, but using the large blue, outdoor socket / outlet we have here.

Some old town fixtures had an extra outlet built in for the purpose of plugging another lamp into it, so dual lamps, or another directional lamp aimed somewhere else..
