technically any fixture without a ballast can be considered but i'll just use clamshells.

Actually, the M-400 split door was offered as an "empty" luminaire.

Before Interstate 190 (Niagara Thruway) was reconstructed, it was originally lit by Westinghouse OV-20s with clear mercs on 6.6A series circuits.  As time went on (and as poles get hit or luminaires failed), a wide assortment of replacements emerged.  First with LM Ovalites, then with grey GE M-400s, McGraw-Edison Unistyles and Unidors, Westinghouse OV-25s, GE M-400 Split Doors, M400R2 & R3,  Thomas-Betts 25 & 125 luminaires, and Crouse-Hinds OVMs.  The Cobraheads were ordered as "empty" (No ballast) luminaires because the NYSTA preferred (at the time) to keep the ballasts in the transformer bases at the bottom of the poles.
