Will an Advance LQ-206F-TP magnetic RS ballast (2 lamp F4, F6, or F8T5) work to power 13 watt 2G11 PL lamps?

PLs have usually krypton gas, which have higher starting and restriking voltage than the OCV of rapid-start ballasts. I don't know if this is the case with the American PL-S 13W
Never heard about 13W PL-L. The lowest wattage of PL-L available is 18W.

Not in the US. US made PL-L lamps have argon fill gas.
