When an HID fixture is remotely ballasted, it simply means that the ballast is housed in another location other than inside the fixture housing.  Older streetlighting fixtures, like the Westinghouse AK-10 cuplights, were remotely ballasted.  The ballast would be mounted on the telephone pole.

Good examples of remote ballasted fixtures....

an OV-10 connected to a MV ballast : see this one has a paint can shaped thing on the wooden pole above the arm, smaller than the big transformer, that small can shape thing is a ballast, instead of being inside the fixture, it is outside.....This was the older better more reliable way...It is better because it would not get too much heat from the lamp making it last longer....

same setup as above, can you find the remote ballast?

this would be another way of installing a ballast in older metal poles....
