Being that non of the cars look any newer than the late 50's it could very well be city owned as cities actually cared what thing looked like back then !

EDIT : I looked again at the photo I linked and these poles were apparently made with the pedestals to place plants etc.

Those look like the fluorescents that were installed on State Street in Chicago in 1958. If they are I think they used something like 6' PG17 lamps. You can make out the PG17 lamps in the pic too. Early ones with the longer grooves on only one side.

Yeah, I forgot to mention that those pictured look to be the massive fixtures that had the forced air cooling system. Must have been a sight to behold.
