It definitely did not warmed up fully - from the strobe effect it looked to me it was operating at 120deg phase angle, so about at 80V arc voltage. The full temperature arc I would expect to be at about 110..130V, so it had to operate in the saturated vapor region, so way less than 50% of the rated power of the arc tube alone.
But nonetheless it did operate and I don't think it did any harm to the lamp at all (the electrodes were clearly warmed up to full emission, otherwise the instability would have killed the arc before it reached the final brightness at the 120V).

It is strange that it is struck at 120V. 120V isn't enough to start the arctube even with the starting electrode, hence 120V SBMV lamps uses preheating filaments instead.

It may start, but definitely it is nothing reliable. So you can not base the design of a real commercial product on that...
