Back in 2014, there was an aviary in Canada that was concerned about their bird incubators when 100w A19 incandescent lamps were banned in Canada:

The problem indeed is, there are other uses than the target use, like here where they technically need heat bulbs, but installed light bulbs because at the time they seemed cheaper. If the incandescents would be marketed as "heat bulbs" for such use only, technically it should have no problem with the regulations. But definitely they will become more expensive than they used to be.
Some makers started making them in Europe, thy even were better optimized for the heater use (lowering the filament operating temperature to get longer life, as the IR output efficiency is not influenced by that), so I guess similar products will appear on the 120V market too.
Here the problem with the bird care center was, any of those real solutions need some time, but they would run of bulbs during that time.
