I won't agree Germany is scary to any extent. Event though say, industrial quarters of NRW, in Duisburg or Essen may *look* a bit empty and intimidating at night, I never ever had any bad encounters. The same goes for Berlin or Hamburg (red light district haha) or Munich. Quite in reverse, many of these places offered a good opportunity for night photography!
