Sounds like ballast failure or overheating is causing the thermal protector ("P" rated ballast) to cut off the ballast when it reaches a certain temperature, then switch back on about 5 min later when it's cooled down. Usually is a ballast problem, but sometimes a bad lamp, extremely hot ambient temperature, etc. can cause the cycling.

I don't think it is the thermal switch becuase it just turns on and then dies and starts right back up in a second  again and it still does it for a while.

Sounds like a classic example of a worn out preheat lamp!

Is it kinda like this? http://www.youtube.com/watch?v=mypM435y6lE

The only time I've seen a fl. lamp cycle was when there was a loose metal wire inside the end cap. When lamps heats up, it acts as a bi-metal switch, and breaks contact.
