Even when they would eventually become obsolete, at this time that statement mean "only" where the money for new product development are directed. So there would be only some minor design modifications, but not anymore any fundamental development.
The "phase out" won't be overnight, the present efficient light sources would be still manufactured over at least two decades.
You may look into an incandescent business: It took at least 30 years from when any substantial development was stopped on an incandescent technology till the mass production actually ceased. And on top of that it needed strong government "push" to let it actually happen...

I didn't notice the torch holders, but it was something lighting-related that tipped me off.  Any other guesses?

Although I live in the UK, I follow American politics quite closely, and when Obama was inaugurated I thought, "this will be a welcome change to the US", now.....,well...., this guy is worse than Bush!, (if that were possable)! ???

Between them, and with our help, (UK), we have infuriated so many people around the world, and are now so paranoid its resulted in mass spying, (and now on a global scale), which has rendered the 4th amendment obsolete, and its getting just as bad here too!

I feel for you guys in the US, George Washington would hang his head in shame if he could come back and see his country now. :-[
