Yeah I just looked there is a report item button. I don't know if I feel comfortable reporting it now though. He will likely know I was the one who reported it because I messaged him. Unless somebody else messages him too.

Doesn't matter if the seller "knows" you reported them. They have no recourse against you.
Only if you've purchased something can they give a negative comment to your eBay reputation

Sellers like that will only learn one way.... by getting negative feedback for false advertising and a forced refund in an ebay world where buyers can easily get refunded by force
